The GAF model is designed around circulation. Resources can enter through platform contributions, grants, donations, sponsorships, institutional partnerships, contracts, repayments, and other appropriate sources. Capital is then evaluated against community needs and deployed into qualified businesses, pilots, workforce systems, or essential infrastructure.

Successful activity should create measurable community value and, where applicable, return resources, mentorship, participation, or other pay-it-forward benefit to the system so the next build begins with more capacity than the last.
